China and EU Commission agreed to establish a China-EU Institute for Clean and Renewable Energy

On March 30th, 2009, Chinese Vice Commerce Minister GAO Hucheng and the European Commissioner for External Relations and European Neighborhood Policy Benita Ferrero-Waldner sighed the “Financial Agreement on Establishing ICARE” and the annex (Abbr. Financial Agreement). Set jointly by EU Commission and Chinese government, ICARE aims to improve skills to implement Chinese envitonmental policy, especially policies of renewable energy and energy efficiency.

Meanwhile, ICARE will also build a long term contact between China and European experts, scholars and academic institutions which are on clean and renewable energy. Porviding education and vocational training to women, the minority and under-developmented regions are antianticipated activities that will be taken by ICARE as well.

The EU Commission will contribute 10 million Euros together with the Chinese Ministry of Education and Ministry of Commerce to set up ICARE. ICARE will be a non-profit consortium that is made from several top-ranking institutions of European and Chinese. At least 100 studets will be taken in every year.
