In the morning of April 18th, a government delegation from Zhoushan, Zhejiang Province, visited our institute and had a meeting for potential cooperation. The delegation was constituted of six delegates, who are Mrs. YE Yajun, Vice Director of Zhoushan Science and Technology Bureau, Mr. YANG Xiaomao, Investigator of Zhoushan Development and Reform Commission, Mr. ZHENG Bin, Vice Dean of Zhejiang Marine Development Research Institute, Mr. GAO Fuyuan, Deputy Director of Personnel Department in Zhoushan Municipal Organization Department, Mr.WANG Lei, Deputy Director of Zhoushan Technology Innovation Service Center in Science and Technology Bureau,and Mrs. WU Pingping, staff member of Management center of Zhoushan Creative Technology Development Park.
The following people from HUST attended the meeting, namely Mr. HE Baohua, deputy director of crosswise development and scientific & technological cooperation Department in Research and Development Office of HUST, Prof.HUANG Shuhong, ICARE Chinese Dean, who is also the dean of School of Energy and Power Engineering (SEPE),Prof.LUO Xiaobing, vice dean of SEPE, Prof.ZHAO Yao, from School of Naval Architecture and Ocean Engineering, Prof.HUANG Dong and PhD student LOU Zongyuan, both from College of Public Administration, and Mr. YI Hui, Chinese Executive Director of ICARE, who also chaired the meeting.
During the meeting, Mr. HE Baohua firstly welcomed Mrs. YE Yajun’s second visit to HUST, and introduced the achievements made by the R&D Office in recent years. Mrs.YE Yajun said that, in this visit, they expected to develop cooperation between HUST and Zhoushan Archipelago New Area on its ocean energy development and bridging new energy technology platform, etc. As the first approved new area with the theme of ocean economy, Zhoushan Archipelago New Area is rich in ocean energy and urgently needs expertise for energy utilization and environment protection. She hoped to learn from the most advanced experience on ocean energy technologies from both China and Europe through ICARE platform.
Mr. YANG Xiaomao, who is in charge of the new energy field, introduced the distribution and development status of the ocean resources in Zhoushan. Meanwhile, he put forward that it is urgent to introduce talents to Zhoushan since there are still some problems on the wind energy storage technology, development of the tidal current energy, manufacturing industry of new energy technical equipments and the supporting industry, transformation of marine technology, etc. Following his speech, Mr. GAO Fuyuan introduced the preferential policies about talent introduction in Zhoushan. He also presented the willing to construct a senior scientific research and technology exchange platform, establish a practice base for master students, and attract excellent graduates through ICARE.
Then Prof. HUANG Shuhong gave out a brief introduction on the history, current status, scientific research strength, and discipline advantage of both SEPE and ICARE. By sharing the research experience on wind energy, bio-energy and geothermal energy, he pointed out the possibility of solving the existing problems proposed by Mr. YANG Xiaomao. He also expressed the hope of building a long-term cooperation with further joint efforts to make full use of various resources. The objective is to set up an advanced CEEUSRO (Cooperation Education of Enterprise, University and Scientific Research Organization) cooperation platform covering consulting, training and research activites.
As an expert of School of Naval Architecture and Ocean Engineering, Prof. ZHAO Yao introduced their research work on detection and development of deep-sea resources, comprehensive utilization of ocean energy, ships anticorrosion, etc. He suggested Zhoushan to seek strategy and tactics support at the national level, and plan a place jointly for applied science and research. Prof. HUANG Dong introduced the corporate advisory services, combating climate change, planning clean energy development mechanism etc, which are undergoing in HUST. He advised to define strategy objectives firstly, strengthen industrial policy research, and carry out the Energy Performance Contracting, ecosystem studies, and joint training of talent.
At the end of the meeting, an initial intention about the CEEUSRO cooperation between both sides was reached. Mrs.YE cordially invited to the attendees visit Zhoushan.
About Zhoushan Archipelago New Area:
Zhoushan Archipelago Area locates at the junction of East China Sea and the golden water channel of Yangtze River. Bordering the vast economic thriving area of Yangtze Delta, Zhoushan is the first prefecture-level city established on 1,390 islands, including two counties and two districts, with population about 1.1 million. Known as Buddhist Kingdom on the sea and Fishing Harbor, Zhoushan is abundant in ocean resource like harbor, scenery, and fishery, which provides a broad space for development. Zhoushan has very abundant wind power, tidal energy, tidal current energy and subsea oil and gas, minerals and other resources. The city also has good condition of development of marine engineering equipment, marine energy, marine bio-industry, seawater use. In June 2011，the State Council officially approved the establishment of Zhejiang Zhoushan Archipelago new Area, which is the first area with the theme of ocean economy established at the national strategy level.
