From April 23 to 25, 2026, the 12th Conference of the Chinese-Foreign Joint Education Committee was held in Xi’an. Guided by the Department of International Cooperation and Exchange of the Ministry of Education and the Education Department of Shaanxi Provincial Government, sponsored by the Chinese-Foreign Joint Education Committee, and co-hosted by Queen Mary University of London Engineering School, NPU, Moscow Aviation Institute College of Northwestern Polytechnical University, and the School of Management of Xi’an Jiaotong University, the conference was themed “Opening, Integration and Leadership – High-Quality Development of Chinese-Foreign Cooperative Education Facing the ‘15th Five-Year Plan’.” The conference attracted more than 500 representatives from 158 Chinese-foreign cooperative education institutions and projects across the country. Professor Luo Xiaobing, Chinese Dean of ICARE, and Dr. Zou Mingqing, Vice Dean of ICARE, led a delegation to attend the conference.

On the afternoon of April 24, four parallel sub-forums were held simultaneously, focusing on topics such as “Quality Assurance and Evaluation System Construction of Chinese-Foreign Cooperative Education in the New Era,” “Teaching Model and Management Innovation of Cooperative Education Driven by Digital Transformation,” “High-Quality Resource Sharing and Ecological Co-construction of Sino-Foreign Cooperative Education,” and “Development Strategies of Chinese-Foreign Cooperative Education Under the Background of Quality Improvement and Capacity Expansion.” Professor Luo Xiaobing delivered a speech at the roundtable forum as an invited guest.
During the conference, a release ceremony for the “Cooperation Declaration on High-Quality Resource Sharing and Ecological Co-construction of Chinese-Foreign Cooperative Education” was also held. The Declaration was jointly signed by ICARE and 25 other Chinese-foreign cooperative education institutions, contributing to the establishment of a new development model characterized by openness, coordination, co-construction, and resource sharing.

Established in August 2014 under the guidance of the Department of International Cooperation and Exchange of the Ministry of Education, the Chinese-Foreign Joint Education Committee (CJEC) is composed voluntarily of leaders from Chinese-foreign cooperative education institutions and projects approved by the Ministry of Education. It serves as a national platform for exchange and cooperation and plays an important role in promoting the high-quality development of Chinese-foreign cooperative education in Chinese universities.
